Mastersmith Rutger - Guild Wars Forums

At the end of the "experimental weaponsmith" quest, Mastersmith rutger says "Come back soon and I should be able to craft you some weapons imbued with this spirit essence." Yet when I did go back to him later, he had nothing. What's the deal? Broken NCP? Forgot to put it in?
